26-Apr-2022. Elsis TS and the Lithuanian Hydrometeorological Service under the Ministry of Environment signed an agreement on the modernization of the meteorological observation system of Vilnius, Kaunas and Palanga aviation meteorological stations. The project is implemented from the funds of the European Union, measure “Renewal of the Hydrological and Meteorological Observation Network”, No. 05.1.1-APVA-V-004-01-0007.
The main goal of the project is to upgrade the semi-automatic meteorological monitoring systems (hereinafter – AMMS) used at Vilnius, Kaunas and Palanga international airports, which are necessary for the provision of certified meteorological services (notifications of actual meteorological conditions) to the air navigation users.
The AMMS was last upgraded in 2008 at Kaunas and 2013 at Vilnius and Palanga airports, which are morally and technically obsolete, require software updates related to the new amendments to the legislation of the International Civil Aviation Organization (ICAO), the World Meteorological Organization (WMO) and the European Union (EU).
During the implementation of the project, it is planned to modernize and replace the long-used meteorological measurement equipment (automatic meteorological sensors), software and computer equipment, and servers. The project aims to further ensure systematic meteorological measurements at international airports, to introduce new data formats and to meet the latest ICAO, WMO and EU operational requirements, thus ensuring stable and uninterrupted AMMS functionality, continuity and quality of meteorological services for air navigation and flight safety.
Project partners: Vaisala Oyj (Finland) – supplier of meteorological sensors, data acquisition equipment and MicroStep-MIS, spol. s r.o. (Slovakia) – provider of data processing, management and imaging software.
The total value of the contract is more than 2.36 million euros excluding VAT.
The contractual obligations are planned to be fulfilled by August 17, 2023.
