Construction of Klaipėda LNG distribution (reloading) station

Project description:

AB Klaipėdos nafta small-scale on-shore liquefied natural gas (LNG) distribution (reloading) station is designed to supply LNG to the Baltic Sea region market and to promote the use of clean fuel in shipping and heavy transport and to ensure the possibility of supplying it to consumers far from the natural gas network.

The LNG distribution (reloading) station consists of five 1000 cubic meters each. m tanks that store liquefied natural gas. It is the cleanest fossil fuel used in shipping, land transport, cold industry and supplying consumers far from the natural gas network.

Under subcontract with general contractor – PPS Pipelines Systems GmbH, Elsis provided various services and works, including: (i) design and installation of process control and automation system (ABB XA 800 series), including programming, design and development of SCADA system; (ii) Electric energy supply, lightning protection and grounding; (iii) Fire alarm and fire and gas alarm system; (iv) Security video surveillance and perimeter protection; (v) Telecommunications; (vi) Gas chromatographs (for gas quality analysis); (vii) other related work required for LNG gas distribution station functionality.

Modernization of the backup runaway in the Air Base of Lithuanian Air Force in Šiauliai

Project description:

The main project goal – installation of the equipment of high intensity lights system and meteorological system for the BR aerodrome landing system to ensure non-precision approach requirements of ICAO, WMO, NATO STANAG and other international regulations.

The high intensity lights system of the BR aerodrome landing system consists of linear and recessed approach lights, precision approach trajectory indicators, edge lights, threshold lights and end lights, vertical markings, runway safety lights and other equipment. The BR meteorological system consists of wind, air temperature and relative humidity sensors, horizontal visibility and runway visibility sensors, cloudiness meters, instruments for measuring meteorological phenomena, runway surface condition sensors and other hardware and software.

The installed systems ensure more reliable visual and measured information for the air traffic control centre, aircraft pilots, air navigation division, and airport authorities, and make flights safer under unfavourable weather conditions. In addition, the installed systems ensure safer take-offs and landings of aircraft, safer runway, taxiway, and apron traffic, etc.

The main suppliers of the equipment are Vaisala Oy and Safegate Group, contractual partner: UAB “Eltel Networks”.

Reconstruction of Varska gas metering station in Estonia

Project description:

Under subcontract with general contractor – MT Group, Elsis TS provided various services during reconstruction of the Varska gas measuring station (Estonia) operated by Elering AS – an independent electricity and gas system operator in Estonia. Elering is moving gas-metering stations (GMSs) towards unmanned and remote management within the framework of the plan to reduce the gas transmission network’s operational costs.

During the project ELSIS TS provided various services and works, including design, delivery, installation and commissioning of power distribution, backup gas power generator, plot and buildings lighting, plot lightning, instrumentation, and process automation (Schneider Electric 500 series PLC), SCADA software (Schneider Electric ClearSCADA), communications, security monitoring, fire detection, video surveillance, gas leakage detection, fiscal metering, gas analytical (chromatography, water and hydrocarbon dew points, oxygen).

DVOR-DME radio navigation system installation in the Air Base of the Lithuanian Air Force in Šiauliai

Project description:

On 23 December 2016, Elsis TS, UAB and the Lithuanian Armed Forces signed an agreement on the installation of the Doppler Very High Frequency Omnidirectional Range – Distance Measurement Equipment (DVOR-DME) in the territory of Airbase of the Air Force of the Lithuanian Armed Forces located in the international Šiauliai airport.

The main purpose of the project is to replace the old equipment of the very high frequency radio beacon and ultra-high frequency rangefinder by a new modern equipment and ensure its compliance with all types of requirements set by the International Civil Aviation Organization (ICAO), European Organization for Civil Aviation Equipment (EUROCAE), the European Parliament and the Council and other local and international regulations. In addition, equipment for remote management and control of the DVOR-DME system will be installed and other activities necessary for the full functioning of the system, i.e. communication networks, antenna counterbalance reconstruction, will be carried out.

The DVOR-DME system is used for the following navigation purposes:

  • Orientation and identification of the aircraft’s bearing, distance and location;
  • As supporting orientation for radio-navigation – for holding or manoeuvring;
  • Approaching aircraft’s landing access points.

HF radio data exchange system

Project description:

The main purpose of the project is to ensure encoded exchange of high frequency radio data among ships and the shore.

During the implementation of the project on high frequency radio data exchange system and its integration,  ELSIS TS installed the newly purchased system in different objects and integrated it with the existing high frequency NATO certified criptographic equipment. The project included services of equipment supply, designing, preparation of the cable system, system integration, configuration, tuning, inspection of pursued functionalities and staff training in the use of equipment.
The set of the supplied system is composed of the following: marine high frequency radio stations, data exchange modules, high frequency radio modems, specialised computer hardware and software.

Global Maritime Distress and Safety System (GMDSS) modernization

Project description:

The main goal of this project – modernization of the Global Maritime Distress and Safety System (GMDSS), is to ensure that the Maritime Rescue Coordination Center (MRCC) of the Navy of the Lithuanian Armed Forces is able to accept a distress signal and to provide high-quality radiotelephony (voice) and data exchange communication with ships and authorities participating in search and rescue operations in the A2 area.

The GMDSS consists of the following parts: a GMDSS operator’s console, which integrates the following equipment: a GMDSS AD (HF/MF) 250W DSC Class A radio station (transmitter and receiver, antenna tuning device); a GMDSS LAD (VHF) DSC Class A radio station; a GMDSS Inmarsat mini-C station with a terminal; a GMDSS air band radio station; an LAD (VHF) radio station with programmable channels; a personal computer with a monitor integrated in the console for displaying NAVTEX messages; GMDSS software licenses to ensure GMDSS functionality; a voice communication terminal of radio stations enabling the operator to work with all radio stations simultaneously; an uninterruptible power supply.

During the implementation of the project, the existing partially functional GMDSS console was uninstalled, and a new GMDSS was designed, installed, configured, and fine-tuned, while users were trained to use the system.
During the project, modernization of the GMDSS included dismantling the high-frequency radio station located in the Nida maritime observation post of the Navy of the Lithuanian Armed Forces, replacing it with a new one, updating the existing GMDSS V4 software, and adjusting it to the GMDSS used by the Maritime Rescue Coordination Center (MRCC) of the Navy of the Lithuanian Armed Forces.

Software and hardware for gas leak detection and localization system

Project description:

In the performance of the contract “Software and hardware for gas leak detection and localization, and services of the installation thereof”, UAB Elsis TS performed the following works:

  • Provision of software modules of the used gas flow simulation and forecasting system SIMONE aimed at detection and localization of leaks in gas transmission pipelines;
  • Installation of the entire software set, initial data entry, system coordination and transfer for use;
  • Provision of additional hardware necessary for reading initial data and their transmission from objects of gas transmission pipelines, and its installation in objects,
  • Preparation of an installation project documentation.

The project is being executed taking advantage of the Operational Programme for EU Structural Funds Investments for 2014-2020.

Gas chromatographs

Project description:

During the implementation of the agreement “Chromatographs, Design Services for their Installation, Mounting and Start and Adjustment Operations”, Elsis TS provided the following services:

  • Delivery of natural gas chromatographs (4 sets) designated to determine the composition of natural gas by on-line mode and to calculate the higher and the lower calorific value, density, relative density, and Wobbe index,
  • Preparation of projects for the installation of this equipment, conducting its testing, mounting and launching;
  • Execution of all required construction and designing of any other structures and engineering communications, construction and mounting activities which were required to ensure proper functioning of the aforementioned equipment;
  • Provision of trainings for the staff so as to make it able to operate the equipment.

Birstonas gas distribution station modernization

Project description:

As per the contract “The Repairs of Automatic Equipment and Electrical Facilities of the Birštonas Gas Distribution Station (GDS) and the Purchase of Related Services”, the company’s personnel carried out the following tasks:

  • Creation of simplified plans for repairing electrical, automatic, SCADA and alarm systems;
  • Dismantling of the diesel generator located in the metal container and installation in a new GDS building;
  • Installation of a new automatic control system (ACS) in the building’s control room and removing of the SCADA equipment, the control cabinets of the fire and security alarm and the diesel electrical generator;
  • Implementation of the interaction between the ACS and SCADA system according to the framework of the SCADA automatic equipment and alarm interaction;
  • Preparation of all the necessary documents.

Radio direction finding equipment installation in sea surveillance posts of the LNF

During the execution of the Agreement “Sale, assembly, installation and launching of radio direction finding equipment in Palanga, Klaipėda and Nida sea surveillance posts of the naval forces” the following activities were carried out:

  • Preparation of all documents and design drawings required for the assembly of the equipment;
  • Installation of three sets of radio direction finding equipment;
  • Installation of all hardware and software required to process information received from radio direction finders in all sea surveillance posts, to represent the processed details, and to control the equipment installed in the sea surveillance posts;
  • Execution of other system launch and harmonisation activities.
